Data protection: Protezione dati.
The prevention of the passing of an individual's personal information from one computer system where the information legitimately resides to other computer systems without the consent of the individual. In the United Kingdom the Data Protection Act of 1984 requires the registration of every data user who processes personal information.

Database: Base dati.
A computer file or system of data organised in records and fields for fast retrieval and ease of updating.

Date: Data; appuntamento.
A stated point in time shown by one or more of the following: the number of the day, the month and the year; an arrangement to meet a particular person at a particular time and place.

Dead heat: Parità di voti.
A tie. When contestants in a race finish in exactly the same time. A political dead heat would be when, say, two candidates or parties show exactly the same level of support in an opinion poll, or when two parties in an election win the same number of seats or poll the same percentage of votes.

Debate: Dibattito.
A discussion involving two or more opposing sides of an issue. In American politics in recent years, debates have come to be associated with televised programs at which all candidates for the presidency or the vice presidency present their own and their party's views in response to questions from the media or members of the audience. Debates may also be held via radio or at a meeting place for community members, and they may be held for elective office at all levels of government.

Debentures: Obbligazioni.
You need to trust in a company and its strength to give this type of loan, which isn't backed by collateral.

Debit and credit notes: Note di addebito o accredito.
Debit notes add amounts to invoices. Credit notes deduct amounts from invoices.

Debit card: Carta di prelievo. Bancomat.
A card that resembles a credit card but which debits a transaction account (checking account) with the transfers occurring contemporaneously with the customer's purchases. A debit card may be machine readable, allowing for the activation of an automated teller machine or other automated payments equipment.

Debit transfer: Addebito.
A transfer of funds in which the payer issues a payment order to the payee, the payee takes the order to the payee's bank and the order is passed back to the payer's bank in exchange for the actual funds. Consumer payments by check are a type of debit transfer.

Debit: Addebitamento, addebito.

Debt refers to money borrowed. Money, goods or services that one party (debtor) is obliged to repay to another (creditor) in accordance with an expressed or implied agreement. Debt may be secured or unsecured.

Debugging: Ricerca degli errori.
Executing a program, one statement at a time, to identify and fix error.

Decentralization: Decentramento.
The breaking up of central authority, and the distribution of it over a broader field, such as local authorities. Decentralization is an idea that is currently driving national politics: both parties are advocating a reduction in the powers of the central (i.e. federal) government, and the distribution of many of those powers to the states.

Decision: Decisione.
With the entry into force of the Treaty of Amsterdam, new instruments have replaced joint action. More binding and more authoritative, they should serve to make action under the reorganised third pillar more effective. Framework decisions are used to align the laws and regulations of the Member States. They are binding on the Member States as to the result to be achieved but leave the choice of form and methods to the national authorities. Decisions are used for any other purpose. They are binding and any measures required to implement them at Union level are adopted by the Council acting by a qualified majority.

Declaration: Dichiarazione.
A statement of intention by Member States contained within a EU treaty. Of lesser status than a Protocol, it has limited judicial force.

To decode data that has been encrypted into a secret format. Decryption requires a secret key or password.

Dedicated line: Linee telefoniche dedicate.
A telephone line leased expressly for the purpose of connecting two users more-or-less permanently. Such lines may be "voice grade", which provides the bandwidth and signal of ordinary public switched telephone network circuits, or specified in ways which allow transport of suitably encoded digital signals at faster rates. This contrasts with a dial-up connection, which is only opened when one end requires it.

Deficit: Deficit, disavanzo.
Amount by which expenses exceed income, liabilities exceed assets, production falls below expectation.

Delegate: Delegato.
A person authorized to act for others; a representative. To delegate means to give someone the authority to act as one's agent or representative. (To) Deliver:

To take goods, letters, etc. to people's houses or places of work.
(2) Pronunciare, fare un discorso.
To speak or read aloud to people listening.

Delivery:
(1) Consegna.

The act of giving or taking something to someone, or the things taken or given.

The manner or style of speaking in public.

Delivery note: Bolla di consegna.
It is sent with the goods. It is signed by the customer, and brought back by the delivery driver as proof of the customer has received the goods.

Demand: Domanda.
An economist's term describing the amount of a product or service people are willing to buy at each price; as opposed to supply. The aggregate desires to purchase a product or service. Also an urgent requirement or claim for financial remuneration.

Democracy: Democrazia.
Government by the people; the rule of the majority. There is no precise definition of democracy on which all could agree. Even communist countries tend to call themselves democratic, and the mere fact that a government is elected by a majority of the popular vote does not of itself guarantee a democracy. A broad definition might include the following points: participation by the mass of people in the decisions that shape their lives; government by majority rule, with recognition of the rights of minorities; freedom of speech, press, and assembly; freedom to form opposition political parties and to run for office; commitment to individual dignity and to equal opportunities for people to develop their full potential.

Democratic Deficit: Deficit democratico.
The claim that there is a lack of proper democratic and parliamentary supervision and accountability in EU decision-making procedures.

Demographics: Dati demografici.
The basic demographic selection factors on a list, chief among them for consumers; income, location, age, education, family makeup, length and type of residence and ownership of cars. For non-households, the chief demographic factors are classification, size and location.

To spread out or arrange for effective action.

Deposit: Deposito.
Cash, checks or drafts placed with a financial institution, such as a bank, for credit to a customer's account. Banks differentiate between, a demand deposit, such as a checking account, which can be withdrawn at any time; and a time deposit, such as a certificate of deposit, which has a specified maturity date when cash can be withdrawn. Money paid initially by a purchaser as part payment on a contract as evidence of intention to complete the contract and protect the seller in the event the contract is not completed. Also called earnest money. Sums paid as security to protect the selling party for services delivered, but not paid, such as utilities or rentals.

Deregulation: Deregolamentazione.
The ending of unnecessary economic rules or governmental practice through measures intended to remove all restrictions to trade within the EU.

Derivative: Derivati.
A type of investment whose value depends on the value of other investments, indices or assets. A stock option is a common type of derivative.

Derogation: Deroga.
The exemption of one or more Member States from the provisions of EU legislation.

Desktop: The area on your computer screen on which icons for your hard drive, files, disks, and applications appear.

Device: Dispositivo.
A component of the system's hardware configuration, such as a modem, printer, mouse, sound card, or disk drives.

To make a telephone call using a dial or similar apparatus, that is, the wheel of a telephone with numbered buttons which are pressed when one makes a telephone call.

Dial up connection: Connessione tramite normale linea telefonica.
A temporary, as opposed to dedicated, connection between machines established over a telephone line using modems. The most popular form of Net connection for the home user, this is a connection from your computer to a host computer over standard telephone lines.

To convert a signal, image or sound into digital code by using an analogue-digital conversion device.

Direct connection: Connessione diretta.
A permanent connection between your computer system and the Internet. This is sometimes referred to as a leased-line connection because the line is leased from the Telephone Company.

Direct Elections: Elezioni dirette.
Since 1979 held at five-yearly intervals for the European Parliament (EP). Each Member State is free to decide upon its own electoral system.

Direct mail advertising: Pubblicità diretta per corrispondenza.
The process of placing ads in space or on electronic media to elicit a direct response. Direct mail describes mailing an offer to a prospect customer to elicit a direct response.

Direction: Direzione.
Control or management; the point or position towards which a person or thing moves, faces or is aimed.

Directives: Direttive.
EC decisions which are binding upon the EC institutions and the Member States, but as general instructions on the goal to be achieved. The way in which the goal is to be attained is left to the discretion of each Member State.

Director: Amministratore.
A member of the board of directors. Also a title for one who directs; one who controls the operation of a business.

Disagreement: Disaccordo.
The fact of having different opinions, or quarrelling slightly.

Discount: Sconto.
A reduction made in the cost of buying goods.

Discrimination: Discriminazione.
The application of restrictive trade practices by one Member State against the goods and companies of other Member States.

Display: Schermo.
(n) Short for display screen or monitor. (v) To make data or images appear on a monitor.

Disposable: Usa e getta.
(1) Subject to or available for disposal; specifically, remaining to an individual after deduction of taxes, disposable income; (2) designed to be used once and then thrown away.

Dissolution: Scioglimento.
Dissolution is the official term for the end of a Parliament. A Parliament can last for up to five years. The Prime Minister may call a General Election before this date but at the end of the Parliament he or she asks the Monarch to grant a Dissolution. Parliament is dissolved by Royal Proclamation.

Distribution channel: Canale di distribuzione.
A method by which a manufacturer or software developer delivers its goods to customers and receives payment in return.

Distribution: Distribuzione.
That part of the marketing function involved with getting the product from the factory to the customer.

Dividend: Dividendo.
Payments corporations make to their shareholders. The per-share amount is determined by corporate earnings.

DNS (Domain Name System): An Internet database that translates between numeric IP addresses and text-based domain names. When users type an Internet address into their web browser, for example, the request goes to a DNS server that translates the name into appropriate numeric IP address.

Document: Documento web.
When used in reference to the World Wide Web, a document is any file containing text, media or hyperlinks that can be transferred from an HTTP server to a client program.

Domain: Dominio.
Part of the Internet Protocol (IP) address, used to identify the organisation or local network that a local host is connected to.

Domain name: Nome di dominio.
The name of a computer (server) on the Internet which must be registered with a central organisation. Ensures that only one computer on the Internet is named in this way. The domain name in an address (URL) tells you the official, registered name of each site.

Dot.com: It is how Internet-based business or companies are usually referred to, since their Internet address or URL actually ends in a dot followed by “com”.

Double jeopardy: Impossibilità di processare qualcuno per lo stesso reato.
The law that says a person cannot be tried twice for the same offense. It is part of the Fifth Amendment, which states that "No person shall . . . be subject for the same offense to be twice put in jeopardy of life or limb."

Double majority: Doppia maggioranza.
In the light of enlargement, solutions have been put forward for maintaining the current balance between "large" countries and "small" countries in Council decision-making. Requiring a majority both of the Member States and of the population of the Union to be in favour before any decision can be taken in the Council would be a way of avoiding what some see as the over-representation of the smaller countries. A suggested that the qualified-majority threshold (currently about 70% of Member State votes) could be maintained, but Member States voting in favour would have to represent three fifths of the total population. The thresholds for this double majority could vary depending on the subject.

Dow Jones Industrial Average: Media industriale Dow Jones.
An important stock market indicator, used to judge the stock market's general well-being and how well your stocks are doing comparatively. It measures the performance of 30 industrial stocks. When the media reports that the market rose 20 points, they're really saying the Dow rose 20 points.

Down payment: Caparra.
The amount of cash paid by a purchaser of a fixed asset at the time of purchase. Down payment includes earnest money (a good-faith intention to complete the purchase) previously paid. The terms are not synonymous.

Drag and drop: Trascinamento.
An action performed using a mouse. Used to move icons on the screen and in selecting commands from menus. Position the cursor/pointer on an item, press and hold the mouse button, move the cursor to a new location (by sliding the mouse), and then release the mouse button.

To make pictures or make a picture of something with a pencil or pen.

Driver: A memory resident program usually used to control a hardware device.

DSL: Digital Subscriber Line technology for transmitting data up to 50 times faster than present analogue modem and ISDN alternatives. Telephone companies are hoping that DSL service will keep telephone lines competitive with cable modems and other competitive alternatives to present telephone transmission services.

Due process: Giusto processo.
Legal procedures designed to protect the rights and liberties of individuals. In the U.S., due process refers to the constitutional requirement that "no person shall be deprived of life, liberty, or property without due process of law." In practice it means that someone accused of a crime must be given a fair chance to present his own case.

Dysfunctional: Disfunzionale.
Not functioning or working.
