Qualified majority: Maggioranza qualificata.
It is the number of votes required in the Council for a decision to be adopted. The threshold for the qualified majority is set at 62 votes out of 87 (71%). Member States' votes are weighted on the basis of their population and corrected in favour of less-populated countries as follows: France, Germany, Italy and United Kingdom 10 votes each; Spain 8 votes; Belgium, Greece, the Netherlands and Portugal 5 votes each; Austria and Sweden 4 votes each; Denmark, Ireland and Finland 3 votes each; Luxembourg 2 votes.

Quarter: Quarto, trimestre.
A fourth part of a whole; a period of three months used especially for making payments.

Queen's Speech: Discorso della corona.
The Queen reads the Queen's Speech at the State Opening of Parliament. It is a reminder of times when the King or Queen actually chose the legislation to be debated in Parliament. Today the Government prepares the Queen's speech. The speech details the Bills and policies that the Government will introduce in the next session. Once the speech has been read out, the House of Commons return to their Chamber to debate its contents. This is known as the Debate on the Address.

Question Time: Interrogazione parlamentare.
It is an opportunity for MPs and Members of the House of Lords to ask Government Ministers questions. These questions are asked in the Chamber itself and are known as Oral Questions. Members may also put down Written Questions. In the House of Commons, Question Time takes place for an hour on Mondays, Tuesdays, Wednesdays and Thursdays after Prayers. In the House of Lords up to four questions may be asked of the Government at the beginning of each day's business. Questions may also be asked at the end of each day's business and these may include a short debate. Questions in both Houses must be written down in advance and put on the agenda. Both Houses have methods for selecting the questions that will be asked.

Quick ratio: Rapporto secco di liquidità.
Cash, liquid cash equivalents and accounts receivable (current assets less inventory) divided by current liabilities (immediate debts due); a measure of the liquidity of a business. It helps to answer the question, "if sales stopped, could the business meet current obligations with assets that are readily convertible into cash to pay the obligations?" A quick ratio of 1:1 or better is usually satisfactory. Also called acid test ratio; current ratio.

Quorum: The number of members of a legislature, or of any organization, that have to be present before official business may be conducted.

Quotation: Quotazione.
A seller will send a quotation in return to a letter of inquiry. This sets out exactly what the terms of sale will be (including any discounts available), how much delivery and postage might cost, and the estimated completion or delivery time.
